WT-12643 showed performance regression in a handful of tests on the 7.0 branch (~8 tests out of hundreds). 

We don't see a need to address this right now because:

• WT-12643 addresses an important issue (See WT-9121)
• WT-12643 also improves performance for some tests
• From our understanding of the rare performance issues, we feel we can address any issues in the field by adjusting eviction parameters and/or cache size.

This ticket is a placeholder in case we discover significant problems caused by WT-12643 and need to either revert it in 7.0 or to disable that fix for specific customers. 

Unless that eventuality comes to pass, there is no need to schedule this work.
