Dynamically enable or disable WT-12643 in 7.0

      It is reported that WT-12643 is potentially causing issues when customers are trying to upgrade due to performance regression. As this change can improve performance in general, it is better to provide a mechanism to dynamically enable or disable this new eviction walk logic.
