The verify API on a layered URI should run verify on the constituent URIs (or do equivalent), and also perform any "cross-btree" checks that may be appropriate. Such cross checks may verify that values at various timestamps in the ingest btree aren't in conflict with values in the stable btree, as well as with the HS, and that there is no gap where a value is unknown at a timestamp.
