PALM is our current way of running various WT "standalone" tests. PALM is based on LMDB, which has limitations in scaling (we run out of LMDB resources after ~5 minutes of test/format runs).  This ticket is to create a PALM replacement, using SQLite.  We're splitting this work into two parts - the first part will be considered finished when we can run the test_layered*.py python tests using "PALite"
