Once test/format with disagg is enabled for leader, follower, and switch modes and is included in evergreen CI, we should revisit this ticket to consider enabling format disagg tests in pull requests and in other build variants (e.g., MSAN, UBSAN, ASAN, TSAN) where they could provide value.

The goal is to increase coverage and catch issues earlier across sanitizers and configs.
