Some of the test_timestamp*.py Python tests are currently disabled on Evergreen as they fail for various reasons. With the failure triaging effort finished in WT-14786, we should enable those tests for disagg on Evergreen. Specifically,
- Disable certain tests that are not applicable for disagg
- Disable certain checks in some tests that are not applicable to disagg
- Remove test_timestamp*.py entries from the test/suite/hook_disagg.fail file so that they will run in Evergreen
