Based on the plan from the MVP/POC in ~~WT-15144~~, implement the plan to enable multi-mode in test/format. This will include:

Enabling multiple databases and connections to operate in coordinated leader/follower roles.
Integrating PALM into the workflow for checkpoint management.
Ensuring the test/format (disagg) can be configured and run in multi-mode.
