We should run the disagg failover perf test in CI to generate perf plots and then be able to see the impact of future changes on our failover performance.

The scope of this ticket is to:

• Capture the step up time statistic in the test and output as json
• Choose a reasonably interesting configuration or two (e.g. insert & update)
• Create the relevant evergreen.yml tasks.
