Enable test/format (disagg) switch mode and multi node in evergreen variants

      Once enough failures are resolved for test/format (disagg) switch mode and multi-node, and we reach a success rate above 95%, we should integrate them from failing disagg variants into the existing variants, similar to what we did for leader mode and follower mode as part of WT-14566.
