~~WT-14530~~ has changes for test/format with disagg (using PALM). It's not quite reliable enough to run as a PR test or stress test. ~~WT-14565~~ probably needs to be fixed, maybe other issues. If we can get in the high 90 percentage of clean runs, it will be useful to enable.
