As of WT-16269 there are several disagg-specific (prefixed with 'disagg_') options in the TEST_OPTS parsing structure that is commonly used across test suites, including test format.

This goal of this ticket is to consolidate them into a struct field (in TEST_OPTS), making it easier to identify and parse those options relevant for testing disaggregated storage.
