Make 'drain_threads' configurable in test format

      WT-16268 implemented multi threaded ingest table drain. In doing so it added the configuration drain_threads under the disaggregated config. This config is currently hard coded to 4 in test format but to increase our testing coverage we should allow it to be randomized from 1 to 8.
