A mismatch between the test format configurations in config.sh and format_config_def.c was discovered during WT-16269, due to not having run the config.sh script before committing changes.

We want to prevent this from happening in the future by adding checks to detect when these two files are out of sync, or to automatically run config.sh as a part of s_all.
