Sort regions/functions by descending order of cyclomatic complexity in the evergreen cyclomatic-complexity task

      Currently, Evergreen shows regions/functions with high cyclomatic complexity values, as well as overall cyclomatic complexity metrics for all regions/functions in WiredTiger.  WT-11437 describes adding charts to Atlas to show the top 5 regions/functions with the highest cyclomatic complexity values.

      The aim of this ticket is the show all regions/functions with a cyclomatic complexity above the soft limit (20) in descending order of cyclomatic complexity as a part of the Evergreen tasks, rather than adding charts to Atlas.
