      The previous tickets in this epic have been groundwork. This is the first ticket that will change the behaviour of statistics cursors.

      After this ticket, opening a statistics cursor with an OTel type other than "none" will ONLY show statistics that have the matching OTel type from stat_data.py.

      This ticket includes correctly subsetting this based on "fast" vs "all" statistics configs.
