      WT-18691 implements the behaviour for real OTel types. This ticket involves implementing the "none" OTel type, with the same "fast" vs "all" semantics. This is a little bit special since it's all stats EXCEPT those with an OTel type. It is possible that the design of WT-18691 makes this ticket a no-op – if so, close this out.
