Once a stat is consumed by OTel, it could conceivably be used in a Grafana dashboard anywhere across the organisation. We don't have a good system for detecting this, so a statistic changing names (or being removed) could conceivably break any number of dashboards.

To avoid this, have WiredTiger's s_all check whether any statistics have been removed or renamed, and issue a warning. This should ONLY happen for stats with an OTel type – non-OTel stat name changes don't break anything.

There should be a workaround for the (hopefully rare) case where a statistic genuinely needs to be renamed or removed. If this is a large amount of extra work, it's OK to break this out into another ticket.
