WT-18693 added a script to detect renamed and removed OTel metrics. Extend this to ensure we're not adding a large number of new OTel metrics in one go. This is to avoid blowing up the cost of the OTel metrics database.

My initial proposal for this number is 10. That might be hopelessly wrong, let's try it for a bit and fine-tune if necessary.
