Startup duration is an important piece of our availability story. We've got a few weak spots but today lack any workload that identifies them specifically on the WiredTiger side. 

To address this gap:

Add a cppsuite binary that creates many empty layered tables, checkpoints them into palite, then restarts as a follower three times and records average wiredtiger_open and checkpoint pickup time. Wire it into Evergreen on the ARM cppsuite perf variant and adjust layered dhandle coverage for ingest handle state without relying on ingest file descriptors.
