Setup a POC version of the Million collection testing application.

The aim here should be to make limited scope POC that will hit the following requirements;

1. The test will run via MongoDB stand alone with a suitable harness (potentially the POC Driver
2. The test will perform inserts at a fixed rate per thread, which will ramp in fixed increments
3. The test will aim to meet the following micro set of the overall goal 100k collections, 64 threads, 20GB cache, 1 hour runtime
4. There will be no measuring of throughput and looking at pass/fail rates
5. This will be inserts only for the initial workload
6. The zipfian distribution will be used
