      Review the minimum cache size in automated test runs of test/format, which was set to 20MB following a decision not to fix the problem in WT-3698.

      The reason the minimum size is configured is because lookaside usage can pin internal pages in cache - and some test format workloads end up with the cache stuck full of internal pages when configuring tiny caches.
