We recently added support for using the fast (but inaccurate) rdtsc clock timer, accessed via a call to __wt_rdtsc. We should ensure that __wt_epoch and __wt_rdtsc semantics are as similar as possible, and that it's clear which function to choose from their name when using a timer.

It might even be possible to merge the two functions together.
