Review usages of tick vs clock timers and ensure they are appropriate

      We have been using the __wt_epoch call to retrieve time via the slower system API. We added support for a faster tick-based timers in WT-3133, we should review callers of __wt_epoch to see if an inaccurate tick-based timer would be adequate.
