This is a follow-on from WT-4156. Another common problem seen (in addition to a corrupt metadata file) is the situation where the WiredTiger.turtle and WiredTiger.wt files get out of sync with each other. Write a test that forces that situation and then uses the new API to salvage and verify the data.
