Return WT_TRY_SALVAGE when the history file is removed or truncated

      WT-5831 provided a temporary fix for test_txn19.

      To fix the test properly, we should also return WT_TRY_SALVAGE when the history file is removed or truncated and remove any special handling of these cases in the test.
