Salvage the history store file and the data store files in wiredtiger_open

      Before durable history, we only need to salvage the metadata file in wiredtiger_open. However, in durable history, we can't proceed in wiredtiger_open if the history store file or the data files are corrupted as we need to do rollback to stable. We may need to salvage them along with the metadata file.
