Restore WT_PAGE_LAS_UPDATE on-disk page flag value to avoid break backward compatibility

      Fix a problem in the develop branch that caused it to fail to read old release files.

      In WT-5271, the on-disk page flag WT_PAGE_LAS_UPDATE flag was removed, which breaks format compatibility with previous releases.
