In WT-5914 I fixed test/format to not generate an incorrect configuration file. That bug was that it was generating a configuration that used both log archiving and log-based incremental backups. The fix was to not select log-based incremental when archiving was chosen.

That fix means that only valid configurations will now be generated. It did not address giving an error for an existing or hand-crafted configuration file that contains the illegal combination.
