Re-enable test_wt2246_col_append

      WT-5790 disabled test_wt2246_col_append csuite test temporarily as it generated lots of noise and there's no priority to address the column store issue at that time. 

      We should use this ticket to re-enable the test, and address the cache stuck dirty issue originally reported in WT-5790.
