Don't truncate history store updates for globally visible timestamped deletes

      During reconciliation of a page as part of the checkpoint, if the on-disk key is removed and it is globally visible, removing that key has to clean up all the history store contents. This cleanup is taking a lot of time when there exist many keys that are removed in the data store.

      To avoid checkpoint taking a lot time, avoid performing the on-disk key removal as part of the checkpoint.
