Disable python tests related to UTF decoding for OSX.

      Some fallout from WT-4833 is that two OSX tests are failing as reported in WT-6824.  The problem appears to be isolated to OSX and its interaction with Python and/or UTF decoding.  It seems like the best path forward is to disable these tests until WT-6824 can be fixed.
