In WT-6946 we designed a scheme for tagging test cases that would allow for auto-generating documentation. The work required for this ticket is to add a script or application to the dist directory called dist/s_doc_test_tag or similar that populates the test coverage tables in our documentation.
Link the script with s_all so that it becomes part of the regularly run dist applications.
