Now that WT-7235 is merged, the local storage extension should use the bucket and cluster information provided in wiredtiger_open or session->create.

This ticket is to connect the existing extension to the new API. It should also consider if the location handle data structure is no longer necessary and instead the WT_BUCKET_STORAGE structure is adequate.
