Add the new cppsuite test burst_inserts to evergreen and tune its post run statistics.

      We should add the new cppsuite test burst_inserts to evergreen and add some failure modes to it, most likely perf statistic related so we can catch regressions if they occur.

      The work here is to:

      1. Add the burst_inserts test to the evergreen.yml file and get it to run under the CppSuite stress tests variant.
      2. Tune the post run statistics after choosing a set of meaningful ones given the workload.
      3. The archive step of the evergreen test should be disabled for this test as archiving the data will be expensive.
