cache stuck error in format-stress-sanitizer-smoke-test

      This evergreen failure in format-stress-sanitizer-smoke-test appears to be a cache stuck issue:

      A format job apparently hung and the stacks were dumped by the hang analyzer.  All of the application threads appear to be blocked trying to do eviction work. 

      The test ran out of disk space trying to generate the core file. So there is no core, artifacts, or CONFIG file.

      This may be hard to diagnose further.

      I assume that the reason we ran out of disk is that this is an ASAN run, so there is a huge amount of shadow memory allocated to the process. I've created WT-8324 to try to handle this type of failure better in the future.
