Support compatibility tests for patch versions

      In Evergreen we have existing tests to verify compatibility cross MongoDB release branches and cross WT standalone release versions. It would be useful to expand the compatibility test coverage for MongoDB patch versions (of the same release branch) to uncover issues that are related to patch version upgrade/downgrade scenarios.
