WT-7848 is looking at a real solution for the case when cache usage exceeds 100% in the cppsuite.  However, we have seen this failure much more often in the last week or so, and need a short term fix (disabling the check or disabling the test).  Note that it is failing on multiple tasks in evergreen (sometimes on the same commit), like this pair:
