Remove object_target_size option from WT_SESSION::create

      Summary
      object_target_size option for WT_SESSION::create is not used anywhere in the code and should be removed.

      Acceptance Criteria (Definition of Done)

      1. Remove the option from WT code base
      2. Remove wt_bucket_storage::object_size and all the uses of it
      3. Remove the option from tests
      4. Remove tiered_object_size stat from WT code base
      5. Remove tiered_object_size stat from tests
