An API to allow opening a cursor on a checkpoint was re-introduced recently as part of WT-5927.

That code introduces a mechanism for switching the transaction in a session handle based on whether the cursor is operating on a checkpoint or not.

Opening this ticket, with the idea of enforcing some assumptions about when and how that checkpoint transaction context is used.
