Summary
This ticket contains three different work items:

• The header Block manager statistics appears three times in our stat_data.py file. I think at least one should be renamed to Block cache statistics.
• Investigate if we can create new statistics for the latency when it comes to reads/writes to the disk.
• Investigate if we can generate traces when the IOPS are getting slow. We need to define what "slow" is, see WT-9929 for this task.

Motivation

• Does this affect any team outside of WT?
  It would be great for the support team to have better stats around I/O issues. 

• Is this issue urgent?
  The earlier the better.

  If new stats are created, make sure they are generated.
