      Summary

      Split out of WT-9846.

      WT-9752 added a WT_ASSERT_ALWAYS check in __hs_delete_reinsert_from_pos to catch out-of-order timestamps in mongo tests. However, this assertion is too strict and should be reduced to WT_ASSERT so we only core dump in diagnostic mode.
