As part of CDRIVER-3861, Debian and RPM packages from each build will be uploaded to a deterministic location so that future builds will not overwrite them (as is currently the case with uploading to a "latest" location each time). However, in order to access the artifacts, knowledge of the GIt revision and the Evergreen build identifier are required. For a build made from a commit with a release version tag, the artifacts should additionally be available via a simpler URL which includes the tag. This work should likely be done at the same time as MONGORCYPT-315 so that there is a uniformity in how this is handled across both projects.
