Users should be able to configure Compass to visualize date-time fields in a customizable timezone.

This ticket will introduce a new setting to Compass that makes it possible for users to set a default timezone. This timezone will be displayed via a badge on the documents list view (in the Documents tab and other places using the same list view, like Aggregations output), and there will be no changes make to the table or JSON views. The setting will not change anything about how the data is stored in the actual server; it's just a UI change.

As part of this ticket, we should also incorporate user's timezone preference in Atlas settings into Data Explorer to display a similar badge in the document list view.
