      • We should never build C driver tests or examples, to reduce build time.
      • We should always define MONGOC_NO_AUTOMATIC_GLOBALS (or equivalent).
      • We should pass --enable-debug to the C driver for debug builds.
      • We should make all other flags consistent between our Windows and non-Windows configurations.
