Include mongocryptd and LICENSE file in shell packages

      I’m not sure what needs to be documented here, if anything, but:

      mongocryptd is now included in the mongosh packages that we bundle. In particular, this means that non-free software is part of our distribution packages now. This does not affect the homebrew distribution (yet?).

      • DEB and RPM packages should include mongocryptd (make sure mongocryptd is executable and is placed in a location where mongosh can find it) and a LICENSE file
      • Homebrew formula should install also mongocryptd (make sure mongocryptd is executable and is placed in a location where mongosh can find it) and a LICENSE file (split to MONGOSH-550)
      • Zip/tar.gz archives should include mongocryptd (make sure mongocryptd is executable) and a README file that explains where to place it for the shell to find and a LICENSE file.
