After ~~SERVER-122633~~ completes the shard will proceed to do cleanup of leftover stale chunks. This however, leaves us with a potential problem once there are no more chunks present for the collection in the shard since non-dbPrimary shards do not store the chunkless shard id chunk.

This breaks the invariant that a collection entry present in the durable catalog implies having at least 1 chunk.
