      Due to a limitation in resmoke, it cannot accept the "mongodSetParameters" argument multiple times. See SERVER-47509.

      We need to disable index-build commit quorum for the rollback_fuzzer, but to work around persistent build failures, we should temporarily disable the index build commit quorum on all suites that provide special mongodSetParameters.
