Disable index build commitQuorum on "ephemeralForTest" builder that overrides "mongodSetParameters" option.

      Due to a limitation in resmoke, it cannot accept the "mongodSetParameters" argument multiple times. See SERVER-47509.

      We need to disable index-build commit quorum for the rollback_fuzzer, but to work around persistent build failures on  "ephemeralForTest", we should temporarily disable the index build commit quorum for the entire "ephemeralForTest" build variant.
