      In SERVER-86294, a new feature flag was created for tracking collections upon moveCollection. In this ticket, we will move the code for tracking upon moveCollection to be feature flagged under this new ticket, leaving only the code to track upon creation under the old feature flag.

      This ticket will also include modifying tests so that they work in both case scenarios.
