Enable csuite-wt2246-col-append-test in evergreen.yml

      The task csuite-wt2246-col-append-test was disabled as part of WT-5790.

      The ticket WT-6029 was closed while the task was not re-enabled. The issue that forced us to disable the task was fixed as part of WT-7974.

      We simply need to re-enable the test after WT-8503 is done to reuse the new csuite function.
